Bug Description

Ubuntu 20.04 host, ubuntu source containers, stable/xena

trove-guestagent.conf is not correctly configured resulting in the `db_backup` container starting with an auth_url of 'http://0.0.0.0'. Setting at least the following variable in trove-guestagent.conf resolves this issue but it should be set up correctly via kolla-ansible:

```
[service_credentials]
auth_url = http://<KEYSTONE_URL>:35357
```
