redeploying etcd member xxx is already bootstrapped

I lost one of the physical servers serving as a controller node in YOGA openstack deployment.
Created a new server with the same ip and deployed services on it using kolla-ansible deploy --limit.
The problem is that etcd container is restarting and the error message is :

etcdmain: member 7782ffa0e496a9fc has already been bootstrapped
