Bug Description

In newly introduced Skyline /api/openstack/skyline/api/v1/contrib/regions this api returns {"detail":"The request you have made requires authentication. (HTTP 401) (Request-ID: req-237d132b-46cc-4205-8fa8-2716cf8a20a1)"} although this is required even on the login page

ALso api/openstack/skyline/api/v1/contrib/domains returns the same response and required on the login page
