kolla-ansible 15.0.0 does not properly install magnum heat cluster template

Bug Description

When installing kolla-ansible (via `pip install kolla-ansible=15.0.0`), and enabling cinder and magnum besides the default configuration, running init-runonce, and then deploying a default cluster as detailed in https://docs.openstack.org/magnum/zed/install/launch-instance.html, it fails to create the cluster with the following:

"ERROR: The Parameter (octavia_provider) was not defined in template."

Looking at the registered heat resource types, i could not find 'octavia_provider' in either 'OS::Magnum::Cluster' or 'OS::Magnum::ClusterTemplate', with a simple ctrl+F.

I'm deploying this from and on a Debian 11 system ("Debian GNU/Linux 11 (bullseye)", 5.10.0-20-amd64), with all else being default settings, except the following:

network_interface: br0
neutron_external_interface: veth1 # br0->veth0<->veth1
kolla_internal_vip_address: [an IP on my home network]
(enabling cinder and magnum)
enable_cluster_user_trust: "yes"
