[OpenStack Yoga] OVN controller is configured with only OpenFlow15 protocol

Bug Description

The issue:

In Openstack Yoga when OVN is enabled in Kolla, OVN controller is configured with only OpenFlow15 protocol, but bridges are configured with OpenFlow10, OpenFlow13 and OpenFlow14, which results in connection error:

ovs-vswitchd.log:2022-10-03T08:32:43.869Z|00122|vconn|WARN|unix#34: version negotiation failed (we support versions 0x01, 0x04, 0x05, peer supports version 0x06)

This in turn leads to high CPU load by vswitchd and unresponsive networks, whose interfaces are bound to OVS bridges

Expected:

After enabling OVN OpenVSwitch should be able to communicate with OVN controller without issues

kolla_base_distro: "centos"
kolla_install_type: "source"

Steps to reproduce:

Deploy OpenStack with neutron_plugin_agent set to "ovn"
