Bug Description
What happened:
cinder service-list is slow. Sometimes, it is ERROR: Gateway Time-out (HTTP 504). Cannot create instances or work with cinder properly.
What you expected to happen:
Cinder works well when having controller node down
How to reproduce it:
Shutdown one of three controller nodes cluster.
**Environment**:
Ubuntu 20.04 with using Kolla-ansible Xena to deploy 3 controller node cluster with mooe than 1 compute node
