nova, horizon becomes slow when 1 controller down

Bug Description

What happened:

On multinode deploy with 3 controllers, when 1 controller down, nova-api, horizon,.. become slow. The problem is on config memcached_servers point to all 3 controllers, when 1 down it needs to timeout before trying another server. Manually remove shutdown controller from memcached_servers config make thing fast.

What you expected to happen:
Multinode deployment can sustain at least for 1 controller down

How to reproduce it:
Deploy with xena release with mostly default config. 3 controllers running Ubuntu 20.04.4. Shutdown 1 controller (must shutdown, when the host OS is up, all thing fast even when memcached container is down)
