Ironic notifications are not sent

Bug Description

ironic_notification_level must be set to send Ironic notifications. This is not the case at the moment. Therefore, Ironic notifications are never sent. Even if they have been activated.

    Set the ironic notification level

    To use notifications with ironic, the notification_level
    option in the [DEFAULT] section of the configuration file
    must be set, we use ``info`` as a reasonable level.
