Bug Description
The task "Set system-id" in openvswitch's post-config is always "changed" which is not true.
The issue is entirely cosmetic.

I was not able to reproduce this issue. When I ran "kolla-ansible -i inventory deploy --tags openvswitch" after fresh deployment of OS, the output of "Set system-id" was only "ok".
Perhaps it was already fixed?
