Ironic upgrade does not upgrade PXE components

Bug Description

... but the next deploy/reconfigure does.

The ironic-pxe bootstrap is omitted from upgrade code and certain shims and other (i)pxe components are left in previous versions until the next deploy run.

    Ironic: rebootstrap ironic-pxe on upgrade

    Like other containers.

    This ensures that upgrade already updates PXE components and no
    additional deploy/reconfigure is needed.
