Admin user hasn't permission to list domains after enabling multi domain in horizon

Bug Description
Hi
Always i need to run this commands to get access to the domains:
```
openstack role add --domain default --user admin admin
openstack role add --domain Default --user admin admin
```
So it seems it's better to do this in post-deploy time.
