Horizon empty security groups list when selecting "Edit Security Groups"

Security group lists (both 'All' and 'Instance') are empty when selecting "Edit Security Groups" for an instance. However, security groups exist and nova show <INSTANCE> indicates that that there are security groups attached to the instance in which security groups are attempted to be edited via horizon.

Also, unable to launch instances, view images, key pairs, and server groups.

UPDATE: This issue occurs if the vitrage dashboard is enabled in the configuration.
