Prior to the upgrade to train, the localhost (deployment server) /etc/hostname file changed. This resulted in kolla-ansible using the new hostname to create at least new compute, block, and networking services which resulting in the previously registered services as being down and therefore excessive downtime during the upgrade. An option in the 'upgrade' command and/or prechecks could prevent this.
