Spice is freezed after while of inactivity in horizon

Hi,

Spicehtml5 in horizon is freezed after while, because websocket is closed, so url has to be refreshed to have new connection.
This is definitely a bug in kolla-ansible as it should set "timeout tunnel" to some value (novnc has 1h).

    Fix freezed spice console in horizon

    This trivial patch is setting "timeout tunnel" in haproxy's
    configuration for spicehtml5proxy. This option extends time
    when spice's websocket connection is closed, so spice will
    not be freezed. Default value is set to 1h as it is in novnc.
