What happened:
I tried install wallaby openstack use kolla-ansible.
but
NotFound: 404 Client Error for http+docker://localhost/v1.41/images/create?tag=wallaby&fromImage=MY_IP%3A4000%2Fkolla%2Fubuntu-binary-fluentd: Not Found (\"manifest for MY_IP:4000/kolla/ubuntu-binary-flutd:wallaby not found: manifest unknown: manifest unknown\")\\n'"}

failed install.

What you expected to happen:
Install success openstack(wallaby)

How to reproduce it (minimal and precise):
global.yml:
kolla_install_type: "binary"
openstack_release: "wallaby"

**Environment**:
* OS (e.g. from /etc/os-release):
PRETTY_NAME="20.04.2 LTS (Focal Fossa)"
* Kernel (e.g. `uname -a`):
