HAProxy service template does not use haproxy_backend_http_extra/haproxy_backend_tcp_extra vars

Bug Description

The haproxy-config role defines two (empty) default variables haproxy_backend_http_extra and haproxy_backend_tcp_extra but they only appear in the deprecated haproxy_single_service_listen.cfg.j2 template.

They should get merged into backend_tcp_extra and backend_http_extra like the frontend_* variables in the haproxy_single_service_split.cfg.j2 template.

haproxy_single_service_listen is deprecated for removal. See https://docs.openstack.org/releasenotes/kolla-ansible/victoria.html#upgrade-notes

Hi,

haproxy_backend_http_extra is not used by haproxy-config role so we can not add extra default config parameter to all services at once.

Is there any reason why do not use these variables like fronend extra variables?
