Bug Description

Certain logs can cause parse errors in the Fluentd Monasca output plugin which block the Fluentd output to Monasca:

2019-06-25 15:00:10 +0000 [warn]: Bulk sending messages to monasca-log-api threw exception exceptionew=#<Encoding::UndefinedConversionError: "\xC2" from ASCII-8BIT to UTF-8> 2019-06-25 15:00:10 +0000 [warn]: temporarily failed to flush the buffer. next_retry=2019-06-25 15:00:13 +0000 error_class="Encoding::UndefinedConversionError" error="\"\\xC2\" from ASCII-8BIT to UTF-8" plugin_id="object:143b1f0" 2019-06-25 15:00:10 +0000 [warn]: suppressed same stacktrace
