Octavia deployment fails on Stein because of this change: https://review.opendev.org/#/c/737970/

This change introduces "openstack_cacert" variable to Stein but it comes to Kolla Ansible at Train.

    octavia: fix undefined variable in register.yml

    Stein only.

    Octavia deployment is currently failing in Stein due to the backport of
    https://review.opendev.org/#/c/737970/, which introduced a reference to
    openstack_cacert which is not defined in Stein.

    This change fixes the issue by removing the reference to the undefined
    value.
