Bug Description

Monasca Agent Statds fails under Python 3 with the following error:

  File "/var/lib/kolla/venv/lib/python3.6/site-packages/monasca_agent/statsd/udp.py", line 165, in submit_packets
    if packet.startswith('_e'):
TypeError: startswith first arg must be bytes or a tuple of bytes, not str
