What happened:
failed to install docker because dockerproject.org was shut down.

What you expected to happen:
when `vagrant up` which run `bootstrap.sh` should install docker properly
How to reproduce it (minimal and precise):

Docker switched to alternative repos some time ago. We should probably switch to use the kolla-ansible bootstrap-servers command in the vagrant file, since this uses the new repos.
