failed to install ovs-dpdkctl service and config

when i ran into this task:TASK [ovs-dpdk : Install ovs-dpdkctl service and config] **************************************************************************************************************************************

kolla-ansible hans there forever

with belowing details:

i dive into the task find it was this script `https://github.com/openstack/kolla-ansible/blob/master/tools/ovs-dpdkctl.sh` that actually runs there.

i tried to run the script manually with following message:
https://github.com/albertjone/issue-attachments/blob/master/kolla-ansible/issue-1879125/first_run_ovs-dpdkctl

so, i installed `crudini` but still failed with following message:

and

CONFIG_FILE will be droped into target host with default path `/etc/kolla/ovsdpdk-db/ovs-dpdkctl.conf`

but there is no ovs-dpdkctl.conf in kolla-ansible.

this script ought to generate config it self.

according to https://github.com/albertjone/issue-attachments/blob/master/kolla-ansible/issue-1879125/third_run_ovs-dpdkctl it was https://github.com/openstack/kolla-ansible/blob/50359204b48c2addf2f6bcf555cbe47e593b8803/tools/ovs-dpdkctl.sh#L331 that exactly failed.
