kolla-ansible check TASK [baremetal : Install docker rpm gpg key] does not work with proxy

When running kolla-ansible check, it fails on TASK [baremetal : Install docker rpm gpg key] since the cloud nodes dont have direct access to the internet.

We have configured both yum.conf with proxy settings and kolla container_http_proxy, but that has no effect since the task uses the module rpm_key which does not have any proxy options.
