Bug Description
The Infoblox backend for Designate is missing configuration for "also_notifies" in the pools.yaml file. This extra config will send a DNS NOTIFY packet to Infoblox workers when an update is made.
To add some context - Simply pushing the NOTIFY packet to the master does not cause the DNS update to be pushed onto other nodes within the cluster. This means each node needs a DNS NOTIFY packet otherwise users may be given a stale DNS record if they query any worker node.
I believe there is a periodic sync between master and worker nodes of ~5 mins but this is not acceptable in an environment where DNS records are changed frequently (i.e when DNS points to an instance or LB).
