haproxy should use http/2 when external tls is enabled

As you know http/2 comes with lots of performance improvements compared to https. So -when kolla_enable_tls_external is enabled- k-a should use http/2 by default, or have an option to enable it at haproxy front ends.

    [haproxy] Adds http/2 support to HAProxy

    This change introduces haproxy_enable_http2 to let operators enable
    http/2 on HAProxy frontends when kolla_enable_tls_external is enabled.
