improve docs regarding upgrade (major/minor)

Actually I use the upgrade command for minor upgrades. It should be expected to work.

We do implicitly say minor upgrades are supported in https://docs.openstack.org/kolla-ansible/latest/user/operating-kolla.html.

"If this is a minor upgrade, and you do not wish to upgrade kolla-ansible itself, you may skip this step."

We should make it more explicit though.

There's now a note in the docs "This procedure is for upgrading from series to series, not for doing updates within a series. Inside a series, it is usually sufficient to just update the kolla-ansible package, rebuild (if needed) and pull the images, and run kolla-ansible deploy again. Please follow release notes to check if there are any issues to be aware of."
