docker stop in bootstrap-servers breaks neutron and dataplane

We stop all running containers if we detect that docker that needs to be restarted (e.g. rpm has been updated or the config has been changed). This includes containers that neutron launched and ends up breaking the dataplane.

NOTE: This was originally covered in https://bugs.launchpad.net/tripleo/+bug/1777146 and added as also affecting kolla-ansible, but I've created a new bug for kolla-ansible as it is not exactly the same issue.
