Zun supports placement in Train. Need to configure proper endpoint type just like the others.

The insecure TLS patch is probably not going to make it so you may want to pick out the placement API config.

[train] Finish configuring Zun to use Placement

This also enables Placement when Zun is enabled like Kolla Ansible
already does with Nova.
