stein - grafana timeout

Bug Description

fresh stein gives a timeout for grafana which needs some more time to start up before proceeding....the PID is not yet seen

It seems to work after running deploy a second time... the timeout value must be increased I guess...

In the screenshot you have shared there are two hosts that failed - the monitoring host and a network host. Do you know why the network host failed? I would guess that this is the underlying problem.

Please also share grafana container logs and log files.

It's also helpful to share a bit more information about your environment, e.g.

* Container OS
* Host OS
* Source or binary images
* Versions of kolla-ansible and container images (I guess by stein you mean 'stein' images and stable/stein kolla-ansible?)
