Bug Description
When deploying the openstack multi-region environment using kolla-ansile, the ironic checks the enable_keystone condition when it include register.yml, causing the ionic in other regions not to register the endpoints and other information.

Interesting. This check is for standalone mode, where keystone is not used at all. Is there some trigger we can use to check for multi-region deployments?
