Magnum API requests fail when www_authenticate_uri is set

API requests to the Magnum API fail with www_authenticate_uri set, see for example:

Support for this upstream has only very recently landed in master:

https://review.openstack.org/#/c/614082/

Kolla-Ansible should configure Magnum using the older-style syntax for supported releases.

    [Magnum] Use auth_uri instead of www_authenticate_uri

    With www_authenticate_uri set instead of auth_uri, requests to the
    Magnum API may fail.
