Quick Start in kolla-ansible: add user prompt info

To be consistent with other openstack documentation and easier to understand, each command should have prompt, whether it is executed by common user or root user. e.g. first command in the page is "yum install epel-release", this should be made to "# yum install epel-release"

root vs. regular user is obvious based on "sudo" usage in commands. I suggest we close this. Or is consistency across OS projects more important?

Yes, we don't differentiate prompts because commands are meant to be run by any user (and the best security practices suggest running as non-root by default).
