Monasca endpoint registration uses public keystone endpoint

If the public keystone endpoint is not accessible from a monitoring node, deploying Monasca will fail because it tries to talk to the public keystone endpoint when registering the Monasca endpoints.

    Explicitly specify endpoint type during Monasca registration

    Monasca defaults to using the public endpoint to register
    Monasca endpoints which is bad practice and doesn't work on
    some deployments. This change uses the admin interface by
    default.
