Support customising rp_filter mode

As a user of Kolla Ansible, I want to use strict or loose mode return path filtering on nodes hosting Nova compute and/or the Neutron L3 agent. By default Kolla-Ansible disables return path filtering on these nodes. The expected behaviour is that I can customise return path filtering so that I can use the loose or strict modes where it makes sense for my deployment.

    Enables setting rp_filter mode on Neutron L3 agent and Nova compute
    hosts whilst maintaining the default that it is disabled.
