Reconfigure not upgrading object-store endpoint (radosgw)

[Description]

Object store endpoint doesn't gets updated to https schema
after enabling external TLS.

Config:

kolla_enable_tls_external: "yes"
kolla_external_fqdn_cert: "cloud.pem"

enable_ceph_rgw_keystone: "yes"
enable_ceph_rgw: "yes"

- Run kolla-ansible reconfigure (after deploying).

$ kolla-ansible -i ./multinode reconfigure

[Actual results]

Object Store endpoint not updated with new https schema.

Object Store http://multinode:6780/swift/v1

[Expected results]

Object Store endpoint updated with new https schema.

Object Store https://multinode:6780/swift/v1
