No module named kubernetes

Bug Description

Hi, I have managed to create an all-in-one kolla-ansible openstack with cinder and magnum enabled. When I try to use magnum to create a kubernetes cluster with fedora-atomic I get the above.

Notice that the templates folder is not found in the magnum-api container.
