Bug Description
I use 2 nodes cluster. When I upgrade from Pike to master, galera cluster fails to start.
MariaDB log: http://
After that, I try to recovery galera cluster (mariadb_recovery action), mariadb fails to start with log http://
I must set safe_to_bootstrap to 1 and the recovery works well.
