Bug Description
As a user of Monasca who has enabled Fluentd and Elasticsearch, but not central logging, Fluentd is configured to log to Elasticsearch. As I have configured my own output from Fluentd to Monasca, I don't want Fluentd to log to Elasticsearch. The configuration of Fluentd to log to Elasticsearch should be changed so that it is conditional on central logging being enabled.
