destroy --include-images can remove operator node images

Bug Description

As 'localhost' is now in the inventory, 'kolla-ansible --destroy --include-images' can end up removing all images from the operator node. This is a major hassle when it happens.

Here are two cases, in my case I like destroy images clean up all my ``kolla`` images in deployer node as I use it for building and then push to registry. But I see also a problem of removing images when operator dont want.

We can set --image-version as option to remove only specific image tags

How about adding another variable like 'destroy_include_deployment_host' and adding a check for that in destroy playbook?
