Bug Description

https://docs.openstack.org/releasenotes/neutron/pike.html:
A new DVR agent type dvr_no_external has been introduced with this release. This agent type allows the Floating IPs (DNAT/North-South routing) to be centralized while the East/West routing is still distributed.

but https://github.com/openstack/kolla-ansible/blob/master/ansible/roles/neutron/templates/l3_agent.ini.j2
has no such option

    Add dvr_no_external l3 dvr agent mode

    This patch introduces inner-compute and external-compute nodes
    group to distinguish compute nodes which do not have external
    reachability from compute nodes which can reach outside.

I think the best way to fix the bug is to introduce neutron_dvr_mode instead of replacing well known [compute] top group with two just to cover dvr network differences
