designate-api is not correctly configured when kolla-ansible deploys a cluster with haproxy/tls enabled.

    Fix SSL api for multiple services

    If SSL is enabled, api of multiple services returns
    wrong external URL without https prefix.

    Removal of condition for deletion of http header.
