need active/passive cinder-volumes for non-lvm

Bug Description

For non-local Cinder-volume backends one needs to run cinder-volume services in active/passive configuration to avoid race conditions.

Active/active is now supported.
active/passive should be using pacemaker.

Active/active is supported via coordination since rocky, more flexible config available in stein.
