Bug Description
Images published in dockerhub not have nova 14.0.4 with required patch for upgrading to ocata,
as per release notes, we say that first upgrade to kolla 3.0.3. In the case of using dockerhub binary images will result in a failed upgrade.

Need to add a warning if upgrading using dockerhub images 3.0.3
