kuryr fail to create networks and attach containers

Kuryr network creation and port attachement to containers fails due various issues:

Bindir points by default to libexec/kuryr while in kolla we install into kolla's virtualenv

kuryr config file misses bindir option.

bindir = /var/lib/kolla/venv/libexec/kuryr

Missing logging into /var/log/kolla

More issues I'm finding, will be updating this bug.

    Fix kuryr ansible deployment

    Missing config options in kuryr.conf
    Missing kuryr logging
    Remove useless bootstrap task, justs create a directory
    Wrong user permissions in config.json file.
    Missing volumes
    Missing container capabilities
