[RFE] don't remove non-kolla containers created with kolla images

Bug Description
An use case for kolla may be launch a container with a kolla image, ie rally.
When using kolla-ansible destroy or cleanup-containers, all containers using an image with kolla_version label will be removed.
Can be cases where a container non started by kolla-ansible don't have to be removed, regardless if the image is created by kolla.
At this moment I can't find a proper filter in docker to find something inserted into container runtime.
There is a KOLLA_SERVICE_NAME environment variable, but docker --filter cannot find that config.
