Bug Description

At the moment iscsi folders from host are mounted to cinder-backup only if iscsi volumes come from lvm backend. This is not quite correct because the same mounts are necessary for any iscsi volumes. Also this does not depend on backup backend - can be ceph, swift, nfs..

    Fix iSCSI mounts for Cinder backup container

    Cinder backup requires iSCSI volume and host mount for backing
    any iSCSI volume, not only from LVM backend. 'enable_iscsid' is
    a catch-all setting for all iSCSI backends that also runs
    necessary iSCSI client on the same host.
