Bug Description

cinder-volume misses the rbd_secret_uuid in cinder.conf for ceph or external ceph

If the parameter is missing cinder tries to extract it from nova.conf, when nova.conf is missing, it results into errors in nova-compute.log of a strange kind

TypeError: Argument must be bytes or unicode, got 'NoneType'

Hi, can you provide more information such as version, OS, log traces and values for cinder_rbd_secret_uuid and nova_rbd_secret_uuid, and nova/cinder config files.
