rabbitmq config is not overridable

Instead of https://github.com/openstack/kolla-ansible/blob/master/ansible/roles/rabbitmq/tasks/config.yml#L19 we can use "with_first_found" from ansible to check for override file in /etc/kolla/rabbitmq

These documents configuration items are not the same.

    Make Rabbitmq config files overridable

    Rabbitmq config files can be overrided in node_custom_config directory.
