HA of multiple glance-registries with file backend cause image download error

Bug Description
Image download failed ocassionally when I deploy multiple glance-registries with file backend.
This mainly cause by the inconsistence between different glance-registries and glance don't keep the consistency when using HA.
When uploading a image, haproxy choose on glance-registry to store the image, but when I download it, it may download from another glance-registry without the specific image, this will cause failure when creating vm (especially vmware VMs).

When using file type for glance store, volume used for glance store should be shared between all glance-registries.
At this moment we do not deploy an NFS server or something similar to share that volume.
May be something interesting to get this release IMO.
I think on this more as a blueprint for the feature than a bug.
