Bug Description
The current proposed bifrost support bootstrap bifrost as a single command.
the bootstraping involes executing the bifrost install playbook which generate config files
and configures installed service then it starts the ironic service and generates the deployment
image using disk image builder.
as this process can take some time it is desirable to split this into 3 tasks to
make any failure more localized.
