the cloud-init do not work when there is no route connected to the network

in the default configure, the cloud-init do not work when there is no route connected to the network. we need enable the

[DEFAULT]
enable_isolated_metadata = True
force_metadata = True

to make it work.

according to following doc:

http://docs.openstack.org/mitaka/config-reference/networking/networking_options_reference.html#dhcp-agent

enable_isolated_metadata - "This option doesn’t have any effect when force_metadata is set to True"

So "enable_isolated_metadata" is not needed to be set to True.
